GEOTECHNICAL/GEOLOGICAL
Patrick A. Pilling, Ph.D., P.E., G.E. – President - Dr. Pilling has over 22 years of geotechnical and construction engineering, project management, and inspection experience. During the initial portion of his career, Dr. Pilling worked for a general engineering contractor specializing in deep foundations, earth retention, and underpinning design and construction. Subsequent to this experience, Dr. Pilling worked in the mining industry and provided civil and geotechnical engineering design, and construction management services, for large earthworks projects, including several large heap leach and earth dam projects. Finally, Dr. Pilling has spent the last 12 years of his career supervising geotechnical engineering, construction management, inspection, and testing services in Nevada and California’s Eastern Sierra counties. Dr. Pilling is licensed as a civil engineer in Nevada, California, Arizona, Utah, Idaho, and Oregon, and is also licensed as a geotechnical engineer in California and Oregon.
Dal Hunter, Ph.D., P.E., R.G., C.E.G. – Vice President - Dr. Hunter is in charge of all phases of geochemical, geological, and geotechnical projects and is responsible for conducting, coordinating, and supervising geotechnical investigations for public and private sector clients. He is very familiar with design specifications and state and federal requirements. He serves as project manager for the major residential developers of Northwestern Nevada. Dr. Hunter is licensed as a Geological Engineer in Nevada, and as a Registered Geologist and Certified Engineering Geologist in California.
Larry J. Johnson - Geologist - Mr. Johnson has provided geotechnical, pavement management, and quality control services throughout Nevada for more than 40 years for all types of transportation, utility, industrial, commercial, mining, agricultural, and residential projects. Mr. Johnson pioneered innovative pavement maintenance techniques that are now the mainstay of pavement maintenance programs of several local agencies. He was instrumental in formulating the materials and construction specifications within the Standard Specifications for Public Works Construction Manual (Orange Book) adopted by northern Nevada cities and counties. He has supervised the geotechnical design and construction services of thousands of projects throughout the state.
MATERIALS TESTING
Gary Bomberger, E.I. - Materials Testing Division Manager - Mr. Bomberger has more than 17 years of experience managing construction materials testing laboratories and is ACI certified for Laboratory Level I and Level II testing. Mr. Bomberger has experience in general soils testing, including consolidation, direct shear, triaxial, and permeability testing and is a NAQTC certified materials tester. He has also performed concrete and asphalt mix designs and reviewed such mix designs. Mr. Bomberger is responsible for the certification of our materials testing laboratory.
CONSTRUCTION TESTING AND INSPECTION
David Russell – Project Manager - Mr. Russell maintains over 15 years of construction inspection experience involving all construction materials including, but not limited to, soils, concrete, asphalt, masonry, welding, and steel. Mr. Russell is responsible for supervising multiple construction inspection projects, as well as construction inspection personnel. Mr. Russell is also responsible for coordinating and supervising Black Eagle Consulting, Inc.’s special inspection division. He maintains all major ICC-Certified Special Inspector certifications, and is a certified ultrasonic tester.
Mitch Fink, E.I. – Project Manager - Mr. Fink has over 5 years experience supervising the construction quality control of all types of construction including trenching, streets, utilities, and all types of building structures. He is responsible for managing quality control projects including preparation of cost estimates, scheduling of inspection personnel, review of construction documentation, review of pay estimates, and preparation of pay factors. Mr. Fink has 5 years prior experience as a Field Technician/Public Works Inspector.
Daniel McEwing – Project Manager - Mr. McEwing has over 21 years experience in the fields of construction inspection and materials testing. Mr. McEwing has a diverse background of experience in general engineering inspection. He has experience as a laboratory technician and is proficient in the testing of soils and concrete. He has become proficient in the inspection and testing of fill placement and underground utility construction. He has knowledge and expertise in the methods and materials of landfill closures and tailings dams. He has performed observations of continuous and isolated spread footings and structural masonry.
John Kiserow - Project Manager - Mr. Kiserow possesses more than 36 years of experience in the field of non-destructive examination (NDE) of structural steel and welding, and has provided such services on nuclear power plant projects, ski lift equipment, pipelines, water storage tanks, power generating facilities, mining facilities, and bridges. He is responsible for all NDE services provided by Black Eagle Consulting, Inc.
